[Archived] City of Alexandria Names Assistant City Manager for Public/Private Partnerships

Julian Gonsalves 313x313City Manager Mark B. Jinks has announced the appointment of Julian Gonsalves as Assistant City Manager for public/private partnerships (P3) for the City of Alexandria, effective Monday, March 15, 2021.

Gonsalves will lead the development and delivery of the City’s P3 initiatives, primarily through capital project planning and financing. He will leverage City assets and resources to implement City infrastructure-, facility- and economic development-related public and private sector partnership projects, and facilitate development and implementation of alternative service delivery strategies to lessen reliance on City funding. He will manage and coordinate these initiatives across multiple City departments and community organizations. 

“Alexandria is known for developing innovative solutions that unite the financial and knowledge-based strengths of the private sector with those of the public sector to undertake complex projects, such as affordable housing, cultural development, environmental management, transportation and more,” Jinks said. “Julian’s regional, national and international experience in P3 program design and implementation will help the City implement the goals of its $2.7 billion, 10-year Capital Improvement Program and expand its P3 efforts in a cost-effective, responsible manner.”

Gonsalves spent eight years at WSP USA, an engineering professional services firm, working from consultant to investor advisory service area manager in the firm’s alternative project delivery service area, specializing in P3, due diligence services, infrastructure development and finance. His clients at WSP included Amtrak, Arizona Department of Transportation, Baltimore City Department of Transportation, Bay Area Rapid Transit, District of Columbia, Illinois Department of Transportation, Maryland Department of Transportation, New York Metropolitan Transit Authority, San Diego Association of Governments and Santa Clara Valley Transportation Authority. He has been involved in the development of complex short- and long-term financial forecasts and plans that cover the full lifecycle of major built infrastructure investments, and is experienced in evaluating projects through data evaluation and creating key performance indicators that inform and drive strategic decision making. His career includes project delivery, financial analysis and planning, sustainability and construction experience in the United States, Canada, India and the United Arab Emirates. 

Gonsalves earned a master’s in Civil and Environmental Engineering in Sustainable Design and Construction from Stanford University and a bachelor’s of technology in Civil Engineering from the National Institute of Technology, Karnataka, India. Before earning his master’s at Stanford University, Gonsalves worked as a consultant for Habitat for Humanity India. He is a Chartered Financial Analyst and a Certified P3 Professional. While at WSP, he was a board member of Young Professionals in Infrastructure beginning in 2018. He was a 2020 Clean Energy Leadership Institute Fellow.
