[Archived] Anna J. Leider Retires as Alexandria General Registrar; Angela Maniglia Turner Appointed to Acting Position

Following the retirement of Anna J. Leider on June 26 as General Registrar for the City of Alexandria, the Alexandria Electoral Board has announced the unanimous appointment of Angela Maniglia Turner as Acting General Registrar.  

“Anna and Angie have been outstanding leaders of Alexandria’s elections for many years,” said Electoral Board Secretary Jack Powers. “We wish Anna all the best in her retirement, and we are excited that Angie will continue to serve Alexandria as a superb public servant and seasoned elections professional.”

Leider was an Alexandria election official for 22 years, including six years as the City’s General Registrar and Director of Elections. She also served as the City’s Deputy Registrar and as a member of the Alexandria Electoral Board. During this time, she helped manage 41 elections, including four presidential elections and three statewide or regional election recounts.

Maniglia Turner has been an Alexandria election official for more than 12 years, including two years as the Elections Manager and four years as the Deputy Registrar. She has helped manage more than 30 elections, including three presidential elections. She has also coordinated the City’s absentee voting process for the past six years, and most recently led the planning process for Alexandria’s first election during the COVID-19 pandemic.

Maniglia Turner holds a bachelor’s degree in government and international politics from George Mason University and a graduate certificate in local government management from Virginia Tech. She has earned the Certified Elections Registration Administrator accreditation from the Election Center. 

The position of general registrar is established by the Constitution of Virginia for each city and county. Each registrar is appointed by a local electoral board, which in turn is appointed by the judges of the circuit court. The registrar’s statutory responsibilities include operating a local office and voter registration services, maintaining voter registration records, and providing local administration of elections.
