City Manager Mark B. Jinks has announced the appointment of Anthony E. Gammon as Acting Director of the Department of Project Implementation, upon the retirement of Director Mitchell C. Bernstein on February 28.
"Mitch has led the implementation of some of Alexandria's most complex and important capital projects," said Jinks. "We thank him for his key role in improving and modernizing our community's infrastructure, and we wish him all the best."
During Bernstein's tenure, the City made significant advances in the implementation of the Waterfront Small Area Plan and the development of the Potomac Yard Metrorail Station, in addition to many other projects. Bernstein also directed the development of a project management and reporting database that allows for real-time project monitoring and reporting, and initiated improved project management processes to improve the evaluation of project performance.
Bernstein joined the City in 2006, as a Senior Civil Engineer in the Construction Management and Inspections Division of the Department of Transportation and Environmental Services. He was appointed Acting Director of the Department of Project Implementation in January 2015 and permanent Director in April 2016. Before coming to Alexandria, Bernstein worked for 22 years at various consulting firms in the Washington, D.C., area.
Gammon joined the City in 2013, as a Civil Engineer IV in the Department of Project Implementation. After serving as Acting Deputy Director, he was promoted to Deputy Director in November 2016. In addition to departmental leadership activities, his work has particularly focused on management of the $120 million Waterfront Plan implementation program. Prior to joining the City, Gammon worked as an engineer and project manager in private practice for more than 15 years. He holds a bachelor's degree in civil engineering from Iowa State University and is a licensed professional engineer in the Commonwealth of Virginia.
"Tony has a wide range of expertise in public engineering and community infrastructure," said Jinks. "He will ably lead the Department of Project Implementation during this interim period."
The Department of Project Implementation was created in 2013, to accelerate the implementation of City infrastructure projects. These projects include roads, stormwater and sanitary sewers, as well as major parks and public areas such as the City's waterfront.
