[Archived] Alexandria Police Arrest Two New York Residents for Narcotics Violations

For Immediate Release

A two-year joint narcotics investigation between the Alexandria Police Department, Alexandria Commonwealth Attorney’s Office and the Virginia Office of the Attorney General has dismantled a heroin trafficking network responsible for trafficking heroin from New York City to the City of Alexandria. As a result of the investigation, over 400g of heroin, 78g of cocaine, a firearm, $32,109 in cash, and two luxury vehicles were seized.   

Upon hearing evidence related to this investigation, the Northern Virginia multijurisdictional grand jury issued indictments for Samuel Lebron, 38, of New York City and Jeffrey Montilla, 37, New York City on the following charges:
     • Conspiracy to Commit Racketeering (RICO)
     • Conspiracy to Distribute One Kilogram or More of Heroin
     • Conspiracy to Distribute 500 Grams or More of Cocaine
     • Two counts of Conspiracy to Import an Ounce or More of a Schedule I/II Controlled Substance into the Commonwealth

Both suspects have been arrested and extradited to the Alexandria Adult Detention Center where they remain held without bond pending trial. 

The Alexandria Police Department would like to thank the Fairfax County Police Department and the Drug Enforcement Agency for their assistance in this investigation.

“I am very proud of the tremendous work our detectives and prosecutors  have put into this investigation,“ said Lieutenant Michael Kochis, Commander of the Alexandria Vice/Narcotics Unit, “The collaboration between our partners from the Fairfax County Police Department, Alexandria Commonwealth Attorney’s Office, the Virginia Office of the Attorney General and the Drug Enforcement Administration is impressive.”

The cases will be prosecuted jointly by the Office of the Commonwealth’s Attorney for the City of Alexandria and the Virginia Office of the Attorney General.
