The Department of Recreation, Parks and Cultural
Activities (RPCA) is seeking public input in preparation for the FY 2019
operating budget. In alignment with the approved Resource
Allocation and Cost Recovery Policy, RPCA will carefully evaluate community
values, utilizing a process known as Priority Based Budgeting.
Priority Based Budgeting (PBB) is a process used by agencies to understand their larger community values, and budget accordingly to those values, while providing flexibility in order to meet the changing needs of the community. This process will provide a mechanism through which RPCA can make better resource allocation decisions based on the relative priority of the various programs and services, and help to link budget decisions to the strategic results and outcomes that the City wishes to achieve for the long term.
RPCA developed a Program Inventory identifying and describing each program/service categories the department provides through its annual operating budget. A program is defined as a set of related activities intended to produce a desired result. Click here to review the Program Inventory.
An essential step in the PBB process is to receive input from the community. To assist RPCA in determining the community’s values, please complete the 2017 RPCA Priority Based Budget Survey. The deadline to complete the survey is Friday, October 27 and will take less than ten minutes to complete.
