City Manager Mark B. Jinks has announced his appointment of Shawnda H. Howard as Chief Human Resources Officer for the City of Alexandria, effective February 6. Howard brings more than 15 years of experience in human resources management, organizational development and employee relations.
“We are delighted to have Shawnda join our team,” said Jinks. “Her vast experience in contemporary human resources management and leadership will help the City continue to recruit and retain talented staff and continuing working towards becoming one of the best places to work in the region.”
As the director of the Human Capital Business Partner Team for Vencore, Inc., Howard led a team of senior managers responsible for nearly 4,000 employees. She worked to shift focus from day-to-day administrative tasks to long-term strategy by analyzing metrics, growth needs, succession planning and organizational development to drive performance. Before that, Howard managed human resource operations and compensation and career development at Raytheon Company, where she was responsible for improving efficiency and performance. Her earlier career included work in human resources, equal employment opportunity, and diversity for Booz Allen Hamilton and Honeywell Technology Solutions, Inc.
Howard holds a bachelor’s degree in human resources and labor relations from the University of Maryland, and a master’s degree in organizational development and strategic human resources from Johns Hopkins University. She is a Certified Green Belt in the Six Sigma process improvement and quality management program, and a Certified Compensation Professional.
