[Archived] Hillary R. Orr Named Special Assistant to the Alexandria City Manager

Alexandria City Manager Mark B. Jinks has announced the appointment of Hillary R. Orr as Special Assistant to the City Manager, effective October 11.   Orr’s appointment is the second in a new Management Fellow program Jinks initiated last year to provide development opportunities for early career, mid-level City staff.

“Hillary has helped lead or influenced many City initiatives,” said Jinks. “I’m pleased she will now bring her talents to the City Manager’s Office, and I know she will continue to do excellent work.”

Orr joined the City of Alexandria in 2013 as the Complete Streets Coordinator and was promoted to a Principal Planner in 2015. During this time, she was responsible for assuring that Alexandria streets were designed to accommodate people of all ages and abilities and enhance the multimodal transportation network to create a safe, healthy and vibrant community. Orr worked with neighborhoods to design roadways that improve safety and access for everyone using the streets.  She managed the development of the City’s Complete Street Design Guidelines and the Capital Bikeshare Program.

Prior to her work in Alexandria, Orr was a Senior Program Manager with the New York City Department of Transportation. She holds a bachelor’s degree in political science from Wake Forest University and a master’s degree in public administration from Syracuse University.

The Special Assistant position is filled by a Management Fellow with a 10-month appointment, and assists with developing and implementing a wide variety of City priorities, initiatives and projects
