[Archived] Noraine Buttar Named Special Assistant to the Alexandria City Manager

Alexandria City Manager Mark B. Jinks has announced the appointment of Noraine Buttar as Special Assistant to the City Manager, effective October 19.   Buttar’s appointment is the first in a new Management Fellow program Jinks initiated to provide development opportunities for early career, mid-level City staff.  The Special Assistant position will be filled by a Management Fellow with a 10-month appointment, and will assist with developing and implementing a wide variety of City priorities, initiatives and projects.  The appointment uses an existing vacant position in the City Manager’s Office.

“Expanding career opportunities for staff has been one of my goals since becoming City Manager earlier this year,” said Jinks.  “Noraine has a proven record as a creative thinker, skilled coordinator and effective leader, and will do an excellent job in this new role.”

Buttar joined the City of Alexandria in 2009 as the Coordinator of the Substance Abuse Prevention Coalition of Alexandria (SAPCA). In that position, she was responsible for supporting the Coalition in using data-driven, community-wide strategies to reduce underage substance use and abuse. SAPCA is an alliance of parents, youth, schools, city health and recreation agencies, media, nonprofits, businesses, policymakers and law enforcement whose mission is to engage diverse sectors of the community in collaborative, cross-cultural and comprehensive substance abuse prevention efforts.

Prior to her work in Alexandria, Buttar was a Financial Manager and Research Assistant at the Clinical Psychiatric Research Center at The George Washington University. She holds a bachelor’s degree in psychology and a master’s degree in public health, both from The George Washington University.
