[Archived] Alexandria Director of Emergency Communications Jo-Anne C. Munroe Retires; Douglas S. Campbell Named Acting Director

Acting City Manager Mark B. Jinks has announced that Director of Emergency Communications Jo-Anne C. Munroe has retired from her position, effective April 1, 2015.

Munroe, who joined the City in 2010, was responsible for overseeing the construction and staffing of the City’s first integrated emergency dispatch center.  The new Department of Emergency Communications brought together public safety communications officers previously housed in the Police Department and Fire Department. Under Munroe’s direction, the City implemented a new radio system and computer-aided dispatch (CAD) system.  The department received the state’s Emergency Medical Dispatch (EMD) Certification and began the process to become nationally accredited through the Commission on Law Enforcement Accreditation for Communications.

Jo-Anne has helped Alexandria become a safer City,” said Jinks.  “Her leadership and hard work created results that have bettered our community.  Jo-Anne came to Alexandria out of retirement, to create a new department.  With that task accomplished, she has decided to ‘re-retire.’”

When someone calls 911, emergency dispatchers become the first critical link in the chain of public safety response,” said Munroe.  “I feel very fortunate to have worked with such a dedicated and professional staff, who take seriously the important role they play in our community.”

Jinks also announced that Douglas S. Campbell will serve as Acting Director until a permanent Director is selected.

Doug has extensive experience in the field of public safety communications, both with the City and with other agencies in the National Capital Region,” said Jinks. “His leadership will ensure that the City continues to provide fast, accurate, and professional emergency response.”

Campbell joined the City in 2014 as Deputy Director.  In that position, he was responsible for the day-to-day operations of the City’s 911 center.  Prior to his work in Alexandria, Campbell accrued over 40 years of experience in fire service, law enforcement, and emergency dispatch management. He is a graduate of the University of Richmond’s Professional Executive Leadership School and holds several public safety certifications from the University of Maryland.
