[Archived] Bill Mitchell Named Alexandria’s Acting Director of Human Resources

BillMitchellCity Manager Rashad M. Young has announced the appointment of William L. Mitchell as Acting Director of Human Resources for the City of Alexandria, effective September 11, 2014. Mitchell succeeds Bettina A. Deynes, who has resigned to become the Vice President of Human Resources of the Society for Human Resources Management.

 "Bill has already helped guide many key initiatives to strengthen our workforce and modernize our human resources practices," said City Manager Young. "I look forward to Bill’s continuing leadership while the search for a permanent director is conducted." 

Mitchell joined the City of Alexandria in 2011 as Assistant Director of Human Resources for Total Compensation.  In this position, he has been responsible for developing a compensation system that maximizes market competitiveness and employee engagement. 

Prior to his work in Alexandria, Mitchell served for 23 years in increasingly responsible human resources roles for Prince George’s County, Md., and Montgomery County, Md., followed by 15 years in private consulting. 

Mitchell holds a bachelor’s degree from Catholic University and has pursued graduate studies in psychology at Bowling Green State University. He has served as a board member of the Local Government Personnel Association, and a local, regional, and national officer in the International Public Management Association for Human Resources (IPMA-HR), which awarded Mitchell the Frank Densler Award for Outstanding Contributions to Public Human Resource Management.
