Chosen as Honoree for the 2014 Lewis Hine Award for Service to Children and Youth
The National Child Labor Committee (NCLC) today announced that Allen C. Lomax, Chair of the Substance Abuse Prevention Coalition of Alexandria (SAPCA), will receive one of the prestigious Lewis Hine Awards for Service to Children and Youth at a ceremony on February 18, 2014 in New York City.
Mr. Lomax has been selected as one of ten recipients for the awards, which honor individuals as professionals or volunteers for their unheralded and exceptional service to young people. Mr. Lomax was selected for more than two decades of advocacy on behalf of the youth in Alexandria. In January 2009, he began chairing SAPCA, one of the work groups for the Partnership for a Healthier Alexandria. SAPCA is devoted to educating local youth about the dangers of alcohol and substance abuse. Mr. Lomax has volunteered countless hours of his time to SAPCA. He believes youth are key stakeholders who have to be engaged in every stage of planning and implementation of projects designed to help them.
SAPCA has sponsored dinners at local schools where young people and their parents engage in conversations about prevention of alcohol and other drug use. SAPCA developed a prevention club at T.C. Williams High School where youth plan and lead prevention activities. To deter youth from gaining access to alcohol at parties, Mr. Lomax and SAPCA have successfully advocated for the strengthening of Virginia’s “Social Host” law, so that the law imposing liability on hosts who are serving alcohol to minors and adults is more enforceable.
Drawing on thirty years of experience as an analyst for the U.S. Government Accounting Office, Mr. Lomax led an effort to form a collaborative enterprise between the City of Alexandria, Virginia Tech, the Partnership for a Healthier Alexandria, and ACT for Alexandria to establish the Alexandria Community Indicators system. Once complete, this resource will help provide data for grant writers and grant makers, and also for City Council members making decisions about priorities for increasing youth services.
