[Archived] City Creates Department of Project Implementation; Emily Baker Appointed Director

On Wednesday, July 31, 2013, Alexandria City Manager Rashad Young announced the creation of the Department of Project Implementation, and his selection of Emily Baker, P.E., as its Director. As part of the City’s efforts to improve government performance for residents and businesses, and to better align our work with the City’s strategic plans and goals, this new department will be charged with the implementation of City infrastructure capital projects. The Department of Project Implementation will largely originate from the Engineering and Construction Management sections of the Department of Transportation and Environmental Services (T&ES) and will be responsible for engineering, contracting, and overseeing the construction of City owned infrastructure, including streets, sidewalks, sewers, and more.

During Baker’s 20-year career, she has overseen the design and construction of projects in both the public and private sectors. Since 2000, she has served as the City Engineer and T&ES Deputy Director, managing the Engineering Division. During her tenure, she has provided exceptional leadership, project management, and technical oversight for multi-million dollar, large capital infrastructure projects. She has managed the design and construction of mitigation projects, which were part of the $44 million Woodrow Wilson Bridge Settlement Agreement, and the $50 million Monroe Avenue Bridge replacement project.

Baker, a licensed Professional Engineer in Virginia and Maryland, has a Bachelor of Science in Civil Engineering Degree from the Virginia Polytechnic Institute and State University (Virginia Tech), and a Master of Science Degree in Civil Engineering from the University of California at Berkeley.
