Nelsie L. Smith Named Alexandria’s Budget Director

The City Manager has announced the appointment of Nelsie L. Smith as the new Director of the Office of Management and Budget.

Smith brings more than 12 years of experience working for and with local governments. She holds a Master of Public Administration and Urban Management from Northern Illinois University and a bachelor’s degree in Political Science from Knox College.

“We are delighted to have Nelsie join the team,” said Laura Triggs, the City’s Chief Financial Officer and Finance Department Director. “Her experience and expertise will help ensure that the budget we present is one that reflects the priorities of the community and meets or exceeds the outcomes we expect.”

As the Associate Director for Fitch Ratings/Public Finance Department, she performed credit analysis on local government tax- and revenue-supported bonds. She has also worked as Assistant to the City Manager for the City of Greensboro, North Carolina, where she developed a performance management system and created an economic development strategy. Before that, Smith worked for the Finance Director of the City of Baltimore as a Principal Program Assessment Analyst, where she managed a team of city and school officials to develop innovative ways to fund the growing capital needs of various facilities. Most recently, Smith served as a business development specialist at PayLock IPT, working with city and county governments to increase operational efficiency, provide greater customer service, and improve revenue collection.

Smith is a Leadership ICMA graduate and is a member of ICMA, the Illinois City/County Management Association, and the International Parking Institute.
