[Archived] City’s Human Resources Director Resigns to Accept New Position

Today, City Manager Rashad Young announced that Cheryl D. Orr, the City’s Director of Human Resources, has resigned her position to accept an appointment with Prince William County as Human Resources Director.  Her last day with the City of Alexandria is Friday, May 11.  Assistant City Manager Tom Gates will serve as acting Director of Human Resources. The City will conduct a national search to fill this position.
 
Orr, who was hired in 2008, has been responsible for bringing the transition and reorganization of the Personnel Department into a Human Resources Department, development of the department’s first Strategic plan, and development of the City’s current Diversity Plan.  Under her leadership, the Department utilized new technologies to streamline its processes and procedures, and develop an online employee evaluation system.  Orr was also responsible for the launching of a new competency-based job classification system, redevelopment and expansion of the City’s training and development program, and development of a new Human Resources customer service unit. 
 
Orr, a human resources veteran who has served in Arlington County, Fairfax County, the City of Norfolk, and at Norfolk State University, holds two of the top certifications in her field: the Society for Human Resource Management’s Senior Professional of Human Resources (SPHR) certification and IPMA’s certified professional (IPMA-CP) certification.
