City of Alexandria Selects Cheryl Orr as Director of Human Resources

City Manager James K. Hartmann today announced the appointment of Cheryl D. Orr as the new Director of Human Resources. The Director of Human Resources is responsible for planning, directing and administering all activities in the Department of Human Resources, including the areas of recruitment, selection, employment, classification, compensation, equal employment opportunity, training, workers’ compensation and benefits.

Ms. Orr possesses more than 20 years of experience in human resources administration. Most recently, she has served as the Assistant Director of Human Resources for Fairfax County. She is responsible for the oversight of the county’s benefits, payroll, employment, and front office. She has also handled a variety of special assignments, including chairing the Retiree Health Care Committee, assisting in the preparation of the Agency Diversity Plan, leading the effort to develop the department’s “balanced scorecard,” and participating in the county’s classification and compensation study committee.

Prior to her work in Fairfax County, Ms. Orr held positions as the Director of Human Resources at Norfolk State University and the Assistant Director of Human Resources for the City of Norfolk, Virginia. She received her bachelor’s degree in psychology and a master of social work from Rutgers University. She also possesses a certification as a Senior Professional in Human Resources from the Society of Human Resource Management.

Ms. Orr’s appointment is effective November 24. She succeeds former Personnel Director Henry Howard, who retired September 1.
