City of Alexandria Selects Stephen B. Gordon as New Director of Procurement


Alexandria City Manager James K. Hartmann today announced the appointment of Stephen B. Gordon as the City’s new Director of Procurement.

City Manager Hartmann said “Stephen Gordon has the balance of procurement experience and the public sector knowledge the City needs to maintain our high standards of integrity in the City’s purchasing procedures, as well as to lead the City’s continuous improvement processes in the procurement area.”

Mr. Gordon spent twelve years as the Purchasing Agent for the Metropolitan Government of Nashville and Davidson County, Tennessee. While there, he implemented a new procurement code, and led his department to the attainment of the National Institute of Government Purchasing's (NIGP) Outstanding Agency Accreditation Achievement Award. He also has served as the President of the NIGP, which is the leading professional association in the public purchasing field.

Since leaving Tennessee in 2004, Mr. Gordon has worked in the private sector with a partner organization to NIGP. Most recently, he has been an education program officer for the World Bank. There he was responsible for developing learning programs for procurement officers and administering the World Bank’s efforts in supplier diversity and green procurement.

In 2006, the NIGP presented Mr. Gordon with the Albert H. Hall award, the highest individual award issued by the NIGP. This award is presented to career purchasing executives who have been instrumental in promoting professional purchasing and who participate in educational and professional development programs for the purchasing community.

“I look forward to returning to local government,” said Mr. Gordon. “I enjoy the day-to-day interaction of local government and am looking forward to working with City departments in achieving their procurement objectives, as well as with the City’s procurement professionals.”

Mr. Gordon earned his Bachelor’s and Master’s degrees in Political Science at Mississippi State University. He received his Ph.D. in Government and Politics from the University of Maryland. He has served as an adjunct instructor at several colleges and universities.

Mr. Gordon’s appointment is effective June 29.
