Alexandria City Manager Appoints Mark B. Jinks as Director of Financial and Information Technology Services
Alexandria City Manager Vola Lawson has announced the appointment of Mark B. Jinks as the Director of Financial and Information Technology Services. In his new position, Mr. Jinks will oversee the following City agencies: the Department of Finance (including the Purchasing Office), the Office of Management and Budget, the Department of Information Services, the City's Internal Audit Office, and the Department of Real Estate Assessments. He will also be responsible for the City's revenue bond financing and will serve as the City's liaison to the municipal credit markets. Mr. Jinks will begin his new position on Monday, March 29.

Mark Jinks joins the City after more than 20 years with Arlington County government where he has served since 1989 as the County's Chief Financial Officer and also as Director of the Department of Management and Finance. As the Management and Finance director, Mr. Jinks oversaw the County's $613 million annual budget, capital planning, debt financing, real estate assessments, contracting, purchasing, and tax policy.

"I believe we are very fortunate to have someone of Mark Jinks' caliber joining the City's management team," said Mrs. Lawson. "Mark has exceptional qualifications as well as experience in revenue bond financing with the municipal credit markets, and his knowledge of the challenges facing local government in Northern Virginia will be a tremendous asset to us."

As the Director of Financial and Information Technology Services, Mr. Jinks will oversee the City's current annual budget of $272 million and its six-year $137 million capital improvement program. He will also manage debt financing as well as relationships with the bond rating agencies to maintain the City's double triple-A ratings. These ratings were critical to the low interest rate the City's general obligation bonds received in January.

Mr. Jinks is the Vice President and a trustee of the Arlington County Pension Fund which holds international and domestic equity and bond investments totaling $1 billion. As an advisor to cities in Poland, Mr. Jinks advised the City of Krakow on its $450 million urban redevelopment project. He was a Governor's appointee to the Virginia General Assembly Joint Legislative Subcommittee Studying Business Taxation from 1993 to 1995, which drafted successful statewide tax reforms on gross receipts.

Mr. Jinks holds a bachelor of arts degree in political science and a master of public administration from the Pennsylvania State University. He has also attended advanced finance and executive institutes at the University of Virginia, the University of California at Los Angeles and Syracuse University. Mr. Jinks is a member of the American Society of Public Administration, the International City and County Management Association and the Government Finance Officers Association of the United States and Canada.

Mr. Jinks is married and has two children.
