What is the cumulative impact of budget decisions on City services since the recession began?

Response:

As part of their report to City Council on the City’s FY 2017 budget, the Budget and Fiscal Affairs Advisory Council (BFAAC) observed “The City Manager and Council review service changes each year, and in some cases services that were reduced in one year were restored in later budgets. But there has been no analysis of cumulative reductions in services and their impact on the citizens, including the service areas which have experienced the most significant reductions. This information would be useful as Council sets future priorities through the budget and strategic planning process.” BFAAC further recommended that Council assess the cumulative impact of service reductions since the recession. 

In response, the Office of Management Budget (OMB) prepared the attached report following the adoption of the FY 2018 budget and presented it to BFAAC as part of the FY 2019 budget process. Portions of the report were also presented to City Council during its annual retreat in November 2017. This report represents the most comprehensive review of changes in the City budget and service levels that have occurred over the last 10 years, and it clearly documents the many budget efficiencies and staffing level reductions that have occurred over this time period. 

BFAAC’s response to the OMB report is also attached.
