Question:

Can you provide additional information on the necessity of, and funding for the additional Computer Programmer Analyst II that has been proposed to support the City’s Server Infrastructure? What managed services options exist that may provide alternatives to this transfer? 

Response: 

In 2015, Information Technology Services (ITS) streamlined its approach to the Courts’ Information Technology (IT) environment by implementing server virtualization and moving the Courts’ Windows domain into the City’s enterprise-wide domain.  At that point, the same level of server support at the Courts was no longer needed.   As a result, Courts and ITS created a Memorandum of Understanding (MOU) stating the Computer Programmer Analyst (CPA) II would spend time in ITS, supporting Courts while allowing ITS to leverage the staff member’s knowledge and technical skills in other areas such as enterprise wireless networking, backup and disaster recovery, server administration, user account administration, and data management.  Courts and ITS agreed to the transfer of the CPA II to ITS at the beginning of FY 2018.  

The CPA II is a valued member of the enterprise wireless networking program (along with the newly-hired Wireless Network Engineer), supporting various wireless initiatives in the City, as well as supporting remote access and wireless security.   With the CPA II’s knowledge of the City’s overall technology environment, ITS did not consider a managed services option for this function, particularly since the staff member works as a member of the ITS Networking team and provides support to varied discipline areas as listed above.  ITS continually explores best approaches to meet the diverse and complex needs of over 30 customer departments.  The incumbent’s 19 years of experience and institutional knowledge of the organization allowed for a smooth transition from Courts IT to Enterprise IT network management.  If ITS were to contract out the CPA II position that is essentially a Network Engineer II and/or III, the cost could range from $218,400 to $272,480 annually. A Network Engineer II with five to seven years of relevant experience would cost $105.00 an hour, or $218,400 annually; a Network Engineer III with seven to ten years of relevant experience would cost $131 an hour, or $272,480 annually.
