additional taxpayer self-service tools/capability funded under the existing
funding in the Phone, Web, Portable Device Payment project?
Response:
Information Technology Services (ITS) and the Department of Finance have commenced preliminary work on a Business Tax Web Portal. Two approaches are currently being considered. One option involves upgrading the current business tax system to the latest version, and then purchasing the vendor’s business tax portal product. The second option under consideration involves the development of a custom portal in partnership with a different vendor who is handling the current vehicle personal property tax payment website. Staff expect that, regardless of the solution chosen, additional tools and capabilities will be available to the public later this calendar year.
With either option, the first step in any software development project includes an upgrade or technology refresh of the current business tax system to ensure the system has the most up to date technology and security. Portal development comes at the successful completion of this phase. Portal development will proceed tax type by tax type and finished products will be rolled out and made available to the public as they are completed. Taxes remitted monthly (Meals Sales, Transient Lodging and Admissions Taxes) will be addressed first and are expected to be available by the end of calendar year 2018. The more complicated annual business taxes (BPOL and Business Personal Property) will be addressed later, with the goal of being operational in time for filings and payments in calendar year 2019.
