Provide a breakdown of the specific projects programmed for FY 2019 – FY 2021 as part of the Athletic Field Improvements capital project.

The initiatives included in the FY 2019 – FY 2028 Proposed CIP for the Athletic Field Improvements Project are as described below. The design phases include all costs for design, engineering, survey, geotechnical work, environmental engineering, including stormwater, and permitting. Construction phases include construction costs, construction management, inspection, and construction contingency. Additionally, this project provides funding for a capitalized staff position for RPCA capital projects.
FY 2019
Ben Brenman Park - the existing synthetic turf field in Ben Brenman Park was constructed in 2010 and has reached the end of useful life due to the level of use it has received. This project is budgeted at $500,000 and the scope includes recertifying the existing base, installing new synthetic turf, and new infill. The infill will be a non-recycled rubber (EPDM) and sand blend infill similar to what is planned for the field at Patrick Henry School and Recreation Center.
Four Mile Run Park - the 2014 Citywide Park Plan includes recommendations for Frank Mann Field and Field #2 in Four Mile Run Park. This project will be completed in three phases. The first phase will include design for the improvements to both natural turf fields and is budgeted at $300,000. The second phase includes construction of utility improvements at both fields and all improvements to Field #2. Phase two is budgeted for $1,100,000. The third phase includes the improvements to Frank Mann Field and is planned for FY 2020.
FY 2020
- Four Mile Run Park – funding will be used for phase three of the Four Mile Run Park improvements. This item will utilize the design completed in FY 2019. This project is budgeted at $500,000 and will include construction of the improvements at Frank Mann Field.
- Eugene Simpson Stadium Park – funding will be used for improvements to Big Simpson Field and Little Simpson Field in Eugene Simpson Stadium Park. The project will be completed in three phases and will implement recommendations from the 2014 Citywide Park Plan for Big Simpson Field as well as improvements to Little Simpson Field. Phase one will include design of the improvements at both fields and is budgeted at $400,000. Phase two will include construction of the improvements at Little Simpson Field and is budgeted at $1,000,000. The third phase includes the improvements to Big Simpson Field and is planned for FY 2021.
FY 2021
- Eugene Simpson Stadium Park – funding will be used for phase three of the Eugene Simpson Stadium Park improvements. This item will utilize the design completed in FY 2020. The work will include construction of the 2014 Citywide Park Plan recommendations for bleachers, storage, concessions, and field improvements at Big Simpson Field. The project is budgeted at $1,900,000 for construction.
