Please find attached two memoranda from the Budget and Fiscal Affairs Advisory Committee (BFAAC) related to the proposed revision to the City’s Debt Policy Guidelines and the proposed creation of the Ad Hoc Joint City/Schools Facilities Investment Task Force, both under consideration for adoption along with the budget on May 4, 2017.
These memos reflect BFAAC’s modified approach to reviewing the budget, discussed in their October 25, 2016 City Council work session and the November 2016 City Council retreat, in which they provide more timely, in-depth analysis of major budget issues throughout the year in lieu of one annual report each April. Most recently, you received a report from them on Budget Guidance in November.
