Question:

Should any of the positions in the T&ES Transit Planning program be more appropriately charged to capital projects, and if so what would the impact be on the operating budget and CIP?

Response:

Applicable capital transportation and transit positions are already capitalized (Complete Streets) or charged to special revenue (Potomac Yard Metrorail Station). Funding for most existing transit capital projects in the CIP is from state and federal grants that do not allow personnel or other operating expenditures as a charge to those grants. The TIP capital program is also primarily focused on Metro funding needs and is thus not a viable source to charge transit personnel at this time. In the future, particularly as the City pursues funding for large transit projects such as the West End Transitway, staff will continue to pursue opportunities to capitalize FTEs where possible.
