Response:

Revenue from the fee increases for garden plots would generate an estimated $17,500. During the Healthy & Thriving worksession, picnic area rental fee changes were discussed as if they were resident fees, however this response provides some clarification. The proposed picnic rental fee is new for non-residents, and not an increase of an existing non-resident fee. Previously, only residents could rent picnic areas (with or without pavilions/shelters). As this is a new fee, a conservative estimate for increased revenue is $2,016 for non-resident picnic area rentals (based on 10 rentals and including areas with and without shelters). Note that the table in Attachment 1 to Budget Question 6 has been updated to better communicate that this is a new fee for non-residents.

The proposed increase in outdoor pool admissions is similar or lower than neighboring jurisdictions that provide outdoor pools (see table below). Please also note that the 1,200 children enrolled in summer camp programs have 2-3 swim trips to pools per week, and that RPCA works closely with the Housing Authority to coordinate swim trips for kids in ARHA programs/facilities.
