The Supplemental Capital Program includes $15.0 million for Waterfront Small Area Plan Implementation. What plan initiatives are proposed to be addressed with this funding?
Response:
The base CIP includes $61.2 million in Waterfront Small Area Plan Implementation, however, because of base CIP funding constraints, $15.0 million was not able to be included in the base CIP and was placed in the supplemental CIP.
The $15.0 million for the Waterfront Small Area Plan in the Supplemental Capital Program includes:
$2.06 million in FY 2020, which covers a portion of Strand Street reconstruction.
$12.93 million in FY 2027, which is for Port Lumley and Waterfront Park reconstruction as well as Duke Street and Prince Street street-end gardens.
The current preliminary design work underway will identify the construction methods and equipment for use in the flood mitigation system. Following that analysis of the system, detailed construction phasing options will be developed to identify the most efficient means to contract and construct the improvements. The phasing analysis is anticipated to be complete by the fall of 2017. The phasing options will contain supporting capital budget requirements and the timing of funds needed, which will be used to inform the Waterfront program budget requests or revisions for FY 2019 through FY 2028.
