Question:

The proposed CIP proposes a new CFMP for 2355 Mill Road. What is the long-term plan for this facility and the adjacent property?

Response:

2355 Mill Road, built in 1989, houses the Alexandria Community Shelter and Substance Abuse Program. The 27,313-square foot facility serves as an emergency shelter for men, women, and families; and substance abuse treatment for those addicted to drugs and alcohol in the City of Alexandria. The building is a three-story block building virtually separated in two parts to maintain the program integrity of the two very different functions. The building houses administrative offices, counselors, treatment rooms, living areas, restrooms, kitchen, and laundry facilities. The current Facility Condition Index (FCI), completed in FY 2015 for this building, is a grade “D”. This FCI result triggered the recommendation for $340,0000 in CFMP funding in FY 2018 and $3.8 million in CFMP funding for FY 2020 to FY 2026 time period.

This facility will be included as part of the facility strategic plan which will provide a baseline document to enable the City to make informed strategic future decisions. The document will guide future investment in City facilities based on projected needs, and align current and future services and facilities with those needs. Capital repairs, especially those imperative for life safety and basic facility operations, will be addressed as needed. Decisions on any future capital investments will be made once the project has concluded.
