What are the plans for the remaining balance in the BRAC Neighborhood Protection Plan capital project? What restrictions exist for the various funding sources?
Response:
The BRAC Neighborhood Protection Program CIP project was established in FY 2012 to help mitigate expected increases in cut-through traffic on local and residential streets due to the BRAC -133 Facility at Mark Center. Staff is currently using $250,000 of project funds to complete the Central Alexandria Traffic Study. This study began in FY 2017 in response to resident concerns about increased BRAC-related cut-through traffic in specific central Alexandria neighborhoods. At City Council’s request, staff has undertaken a comprehensive traffic study to examine traffic volumes, speeds, and traffic origins and destinations. The study focuses on Seminary Hill, Seminary Ridge, Clover College Park, and Taylor Run. Staff anticipates data will be collected this spring and to have a list of potential traffic calming/Complete Streets mitigation recommendations by fall 2017. At that time, staff will propose an implementation plan for the remaining project funds.
In terms of restricted funding sources, the $500,000 in state and federal funding may only be used for construction of physical improvements and may not be used for studies. As a result, City funding is being used to conduct the Central Alexandria Traffic Study.
